I think the real concern, and it's warranted, is that the new boundaries 
effectively reduce the possibility of minority "voices" at the city 
council-level.

The northside minority populations are much more compacted into the "new" 
5th ward, then they were in the "old" 3rd & 5th.

The chances of getting a minority candidate elected in the new 3rd are slim 
to none...  On a national level, it's sort of like taking 8 electoral votes 
away from the minority areas of say California and out-right giving them to 
North Dakota or Maine.
