I would feel better about the folks at 807 being on a fire at will basis 
if what it was they were supposed to do was better articulated.  If 
their job expectations are reasonable, then an at will employment status 
might make sense.  I wonder, also, how an at will employment status will 
affect future recruiting for leadership positions.  If it spurs 
improvement, then there will be few complaints.
