[Mpls] third ward northside council members

Anne was right -- Sandy Hilary was a northside council member representing
the third ward too. As was Pat Dougherty, a council member who was a former
city plumbing inspector. Sandy beat Pat for the seat.

So in my memory, it's been Pat Dougherty from the Northside(70s), Sandy
Hilary from the Northside(80s), Joe Biernat from the Eastside(90s), and Don
Samuels from the Northside (2000s).
