[Mpls] Insanity

We had the same thing in the alley of 36th of Elliot and 10th...75-100 
people there, noise past 2:00.
the 3 buildings on the Elliot side annual party. Broken beer bottles and 
glass all over, broken glass
in the recycle where someone could have cut their hands if reaching 
down...total lack of consideration
for anyone except for their own pleasure.  Last year when we called
the police, they did not come...this year was worst than last.
This has to change...
