[Mpls] Teacher turnover, excessive layoffs, and the law

Britt Robson asks:   Finally, if peformance pay for teachers really becomes a part
of the state solution to ending the shutdown, how will that affect teachers
in the MPS?

Brandt:  Minneapolis teachers for several years have had a pay-for-performance option that a number of teachers use, albeit not necessarily the governor's idea of pay for performance.  Minneapolis teachers at Seward and other schools have used another pilot option for pay for performance offered by the state Department of Education.  A reasonable case could be made that paying for performance in a district with as many challenges as Minneapolis should be tied to whether a teacher could beat the predicted performance of a class based on such factors as poverty and mobility.  The move in a couple of years toward value-added measurements on state assessments might isolate such teacher impact.
