I say  an even better idea is to have 5 plain clothes officers ride their bikes around the neighborhoods and 'catch' the open air drug dealers... or buyers.... or prostitutes....  
 
or still yet....  the hundreds of inconsiderate people lighting off fire works at all hours of the day and night.. 
 
I can appreciate the need for safe bike paths....  but let's start at the bottom and work up...
