When Samuels ran in the special election which resulted from Biernat's 
resignation after his conviction over his plumbing problems the new lines 
for the ward boundaries for this election were already known.  In fact there 
has been debate about whether he planned to step down from the council or 
move into the new 3rd ward before this election so as to avoid the very 
situation in which we find ourselves.  His seat was never "bumped out from 
beneath him". As far as the Green vs. DFL in the 5th ward goes, the 
redistricting was not at fault there since Biernat would have been within 
the new 3rd ward had he not had his troubles.
