You are wrong.
This is clearly defined by Minnesota Statutes & Campaign
Regulations. Candidates can call themselves "incumbent" and say "re-elect"
if the 'new' district includes any part of the 'old' district that they
represented.
This is covered very specifically, and was intended to deal with
situations just like this. In this case, BOTH candidates are entitled to
call themselves incumbent and say re-elect.
If we want to discuss the 5th ward election, let's do so on the candidates'
quaifications and positions on issues, not on incorrect opinions about
campaign regulations.
