[Mpls] Overzealous City Inspectors mow prairie grass

The inspectors also don't know one plant from another.  A couple of years ago they had some of my daylilies and hostas mowed down even after I called the inspector and told him they weren't
weeds.  Then he sent us a bill for $100.
