Following re-districting, an incumbent who does not move his/her
residence ands chooses to run for the same office they currently hold
may use "incumbent" or ask to be "re-elected" even though the number of
the district or ward may have changed.

I believe that this debate is still going on! Only the incumbent of a
ward/ district,etc WHO is seeking to return to the same seat can use the
phrase " re-elect" - ; if a candidate has been redistricted out of his
ward/ district and he chooses not to move into the new ward/ district
BUT chooses to run in another / then he is not the INCUMBENT and cannot
use "re-elect"
