What's the incentive if the bill is based on statistical modeling and 
averaging as opposed to actually taking measurements? Assuming Jim's got 
his facts straight, sounds like there's little opportunity to 
demonstrate improvement, based on the possibility that an accurate 
measurement is unlikely.
