[Mpls] A House that needs repair

Well, call it human nature I guess.  A good analogy might be had from a 
scene in the movie Titanic.  The ship was sinking and pasesengers were being 
loaded into the life boats.  The antagonist in the movie opted to take both 
a life jacket and a spot on one of the life boats.  Leaving countless women 
and children on the deck of the ship with opportunites for neither.

When there appears to be plenty of funds to be generous, it is very 
convenient to do so.  When things tighten-up, it is not quite as convenient.
