Pamela Taylor is right in her general statement about the hiring process 
used to hire Aides for council-members in the City of Minneapolis.  However, 
in this case the person in-question was in-fact hired by CM NLJ on a 
contract basis to work in her office and was later guided through the 
"process" of becoming a union member, so that she could come to work 
full-time.

This is very easy to verify with the City, if you care to know the truth.
