When there are multiple seats available in a particular race (for example three park board seats), bullet balloting means voting for only one candidate. The theory is that other voters will be voting in various combinations of three candidates, but your candidate is the only one who gains a vote from the bullet balloters and therefore has a stronger chance of being elected.
