Could you illuminate for the readers of this list where the "fundamental right 
to privacy" is enumerated in the Constitution or Bill of Rights?  Or is this 
fundamental right declared in the Minnesota state constitution or the 
Minneapolis charter?  Wherever it is, I'd like to go read about it, as it 
seems to affect a lot of Minneapolis issues -- at least according to your 
recent posts.

Once we get that fundamental out of the way, then perhaps I and others can 
address the various issues more accurately.
