[Mpls] Didn't that referendum state smaller class size only

The problem is that the public has the misconception that smaller
class sizes result in higher student achievement.  This misconception
was played up by the teachers' union and the school district. Mr.
Brandt's article does nothing to inform the public about their
misconception and though it's silence reinforces it.
