It is Council Member Samuels' responsibility, as a public official, to pass 
on complaints of this manner. He has followed this protocol for every single 
similar complaint that has made to his office since his term began. He did 
not, as Michele ERRONEOUSLY STATES, file a report with Internal Affairs. The 
constituent did this, on her own, in advance of calling the Council office.

Council Member Samuels cannot discern over the phone, whether or not 
complaints of this nature have merit.  He treats them all equally, by 
verbally reporting them to MPD leadership.

It would seem that one thing everyone would have learned by now is that 
2nd-hand information is very unreliable.  I would've suggested Ms. Hill 
place a call to CP Samuels office to verify an issue such as this.

I have to wonder how a group of citizens at the Sabathani Center could have 
gotten information of this type in the 1st place.  Is it possible that it 
has very litttle to do with a complaint of police brutality, and much more 
to do with the 5th ward election?

The thing that amuses me the most is had the citizen which made the 
complaint not been able to get ahold of CP Samuels office, then the 
complexion of the "story" would have changed.  Lambasting CP Samuels for not 
being accessible to his constituents, instead of lambasting him for 
"protecting drug dealers/gang members".  hmmmm...
