[Mpls] 5th Ward: Color based Bias

If you look at the racial composition of Minneapolis neighborhoods you will see that the majority of people of color live in less than 10 of the 84 neighborhoods in Minneapolis. That clustering is due to intentional policies implemented by the city and county during the past 50 years. It is what the federal government refers to as "impacted". I believe it's called segregation but no one in power is admitting to that so I won't hold my breath waiting.  The only two council members I hear speaking about this issue is 8th ward Council Vice President Robert Lilligren, the first Native American Council member and Council Member Natalie Johnson Lee.
