[Mpls] Why East Phillips has no Rec Center????

I'm a little confused by this thread.  According to the Park Board's web site, there is a community center in E. Phillips:

East Phillips Recreation Center 
 
East Phillips Community Center is a joint operation between the Minneapolis Park & Recreation Board and the Boys & Girls Club of the Greater Twin Cities Area. 

This community center is rather unique because it once was a junior high school! Located in the Phillips neighborhood of Minneapolis, it serves many residents who live off of Cedar and Bloomington Avenues. 

Children love playing basketball in the gymnasium! Calling all artists- we have a spectacular craft room for you to put your talents to use. 

This is a great place to have get-togethers and birthday parties! That's right, you can rent out a room or have a pool party at our indoor pool. There are also meetings rooms that are available for community use- you could throw a great birthday party here!
