I doubt they are doing that, but I don't see why it would be
unethical. This is a public forum, after all. Explicitly so; we are
strictly required to sign all posts with our real name. And item 10
of the Forum Rules specifically says that the forums are: "Public
Content and Use".

The City DFL policies are specific on this (and available
online at www.mpls.dfl.org).
Prior to endorsement:
- the party will make a paper copy available to anyone
seeking endorsement or any party member for free (except for copying costs).
- the party will sell an electronic copy to anyone seeking
endorsement or any party member, for a price intended to recover the
costs of collecting & maintaining this info.
After a party endorsement:
- the party will provide the list (any format) for free to
the endorsed candidate, and will not provide it to anyone else.
After a convention in which there was no endorsement:
- the party will continue to sell the list to any candidate
who sought endorsement and was still in contention on the last ballot.
All lists sold carry these restrictions:
Conditions of use:
- This information will never be used for any commercial
purposes, nor sold or given to any commercial business.
- This information will not be sold or given to any other
candidate or organization.
- We agree to honor any Do-not-Phone or Do-not-Email requests
marked on this information.

Regarding the specific complaint, Councilmember Barb Johnson did not
ever get this list from the City DFL Party. Mary Merrill Anderson
did, she bought the city-wide list, about 8 months ago.
Finally, these lists are our property, assembled & maintained thru a
lot of work and expense by the party & our party workers. And as our
property, it is quite legal for us to give or sell them to anyone we
choose. Our policies on this are clear & open.
