In Phase I of NRP, the funds for the program came directly from Tax Increment Financing districts in the downtown area. These were property taxes that would have otherwise gone directly to the city, county, school board, library board and park board therefore reducing the overall allocations those jurisdictions would receive.
The County used some of the NRP funds it received to fund housing projects. The remainder was divided among neighborhoods using the number of welfare recipients.
Neighborhood boards met with county personnel and developed scopes of service and budgets for how their portion of these NRP funds would be used. We called this the (second 7 1/2%).
My assigned neighborhoods (21) used the money to fund senior health initiatives, crime and safety issues, community organizers, housing projects and a host of other things.
So while the county made no direct contribution to the cities NRP program in its budget, they did fore go some of the property taxes they would have been entitled to.
