This item from the schedule jumped out at me. September 13th is
Primary Election Day.
But Minnesota Statutes 204C.03 "PUBLIC MEETINGS PROHIBITED ON
ELECTION DAY" specifically prohibits this.

Under those prohibited from meeting it lists "special taxing
districts", as defined in section
<http://www.revisor.leg.state.mn.us/stats/275/066.html>275.066, which
specifically includes "park districts".

I suppose you could argue that it isn't the Park Board meeting, it is
only a committee appointed by the board, and that isn't a "public
meeting". You might find a Judge who would buy that. And it might
even be upheld on Appeal.

But I'd suggest that we have better things to do with our tax money
then pay lawyers to argue before Judges. We could avoid that whole
problem by clearly staying within the law, and not scheduling this
meeting for Election Day. I'd really encourage the Park Board to
reschedule this meeting on a legal date!
