I don't know where Wizard gets the data to make this claim.

All the campaigns I have worked on have been far too short of money 
to leave contributions sitting around undeposited!  They always 
deposited them quickly, because the money was needed right away to 
pay bills.   It must be nice for a campaign to have so much money 
that they don't have to deposit contributions promptly.
