Bob is correct. The original bill considered by the legislature required
$250,000 in matching funds from the city. In the eleventh hour that
requirement was magically pulled from the bill.
Perhaps next year Winona can request a few hundred thousand to restore the
Wilkie. They can simply find the money in the same place St. Paul gets its
money and from where grant money comes from.
