[Winona] $500,000 or $250,000

It did start out at $500,000, $250,000 matching from the state - $125,000
from the city and $125,000 from private funds.
At some point in the Legislation move through the budget- the matching part
got taken out. So it's $250,000 from the state free and clear. I would
assume the city's commitment disappeared - as well as the need to scrounge
for $125,000 of private money.
They probably think they can scrape by on a quarter million
