[Winona] septic service and the Phillips development

Dont mean to jump in here , but I noticed the dialog regarding the Phillips development. So, if I understand you correctly, if septic service was used out there it would be okay for Mr. Phillips to develop his land as he sees fit without having the rest of the county tell him what he can and can't do with his property? We won't have to worry about Spotted Owls or Blanding Turtles? We won't be disturbing sacred Indain burial mounds or, god forbid, trees with historical significance?
