[Winona] Transportation

I enjoyed Mr. Edstrom's editorial, and think he made a good argument against
the local option sales tax. However, I still think I'll vote for it even
though, being mainly used for Mankato-Hwy 61 congestion relief, it will
greatly facilitate housing development up into the valleys and bluffs. Maybe
the rail switching yard relocation and bike path to the middle school will
actually happen.

The emergency generators for the flood pumps aren't transportation related
and should be installed whether or not the tax is used. Besides, they are
said to be a minor expense compared to the highway improvements.

Just in my own narrow self-interest, I'm voting against the state
constitution amendment. Giving more money to MnDot makes the destruction of
my neighborhood to make room for an elaborate highway intersection more
likely to happen in my lifetime.
