[Winona] Questions for candidates

To WOD participants:
A formal WOD candidate forum does not appear to be feasible, but it is possible to submit questions to candidates at all levels and participants in general. It would be useful to submit questions that cover topics that have received inadequate attention in other media or that have not in your opinion received fair coverage.
To get the ball rolling, Paul Double has submitted the following questions on health care to candidates for state legislative offices. Anyone should feel free to provide responses to the questions.

Healthcare
Some have proposed as Single Payer System modeled either after Medicare or the Canadian System.
What are the benefits between each or end result other than simply placing government price controls on all providers?

Using the current model of Insurance driven healthcare and given the fact that 20% of the cost is directly related to administrative overhead.
How would you see working within the existing model providing “immediate cost reductions” and do you see wellness programs and best practices as Trojan horses to divert attention from “immediate” cost reductions?

Given the statistical fact that there is a Wal-Mart store located 15 miles from 90 percent of the U.S. population.
Who do you believe could provide the quickest solution to reducing healthcare costs within 12 months, if it became a public mandate, Wal-Mart or the Federal Government?

Accepting the premise that whatever the solution those at or making less than the “Living Wage Formula” will need to be provided with free health care and that all taxpayers will pay for it in one way or another.
Would it be better for the government to simply issue a Medicare card to those families who qualify leaving the rest of the healthcare market as is and if not why not?
