EMAIL THIS EmailThe immigration issue is extremely complex.  Especially interesting is the way it has made both major political parties squirm. Votes, safety, fairness, economics, party cohesion and foreign relations are just some of the ingredients that combine to make immigration a nightmare for national party leaders,  and they can deal with it only in pieces.
