[Winona] Running red lights

I also see a lot of vechiles run red lights in town. I never trust a red 
light anymore.
An especially dangerous intersection (in my opinion) are the lights by 
highway 43. I have seen many vechiles coming down 43 run a red light to turn 
toward Winona.
I know there have been several accidents at that intersection since the 
lights were installed.
