[Winona] RE:Running red lights

It isn't just the bikers that make noise.  There are cars that go by my
house, and I have heard them in other parts of town too, that can be "felt"
going by because their stereo's etc is up so high.  I'd call the police but
they are speeding too so they don't stay in one area long enough to catch.

Speaking of motorcycles and Administrative Citations: Did anything come of
the
Department's announced intention last year of using that tool to reduce the
amount of noise pollution in Winona? The Harley bikers still don't seem to
have
any hesitancy about making as much noise as ever.
