[Winona] Instant Runnoff Voting

I am not sure that it would effectively be different than the system we
currently have, considering the struggles we already have with voter
burnout and disengagement. Sure, some people will be more engaged in such a
system, but I think that as many would simply not bother after the initial
vote.
