[Winona] eliminating plastic bags in Winona

I'm all for reducing reliance on petroleum products, but here's my opinion:
If you took the plastic bags from a whole cart full of groceries and
compressed them down to a solid volume, what would that space be? Maybe a
thimble or two. Gasoline made from the amount of petroleum used to make
those bags would possibly propel your car out of the parking lot, but
probably not.

I see that San Francisco is considering making it illegal to use plastic
shopping bags in their city. Would it be possible to consider that as part
of the Winona County efforts on reducing consumption of petroleum products?

In Atlanta one of the large grocery stores offers a place to bring excess
plastic bags that we all accumulate. Is there anyone interested in setting
up a possible site to receive excess plastic bags?

Thanks
