[Winona] eliminating plastic bags in Winona

In addition to the grocery stores who have recycling barrels for the plastic bags -- Try to remember these two -
Winona Volunteer Services Food Shelf takes them.
Bluff Country Co-op takes them and runs short often.
Both of these places are on 2nd street.
