[Winona] Join the New Winona Online Democracy List.

For those of you who have not yet subscribed to the new Winona Online
Democracy email list, please take a moment to do so now by following this
link:

I will be closing the winona at mnforum.org email list soon, so if you do not
move over to the new system you will no longer receive any messages related
to Winona Online Democracy and will not be able to participate in the
discussion.  If you have not been following the new list, there has been
some great discussion on new bridge design ideas and other local issues.
Please take a moment to join the discussion now.

If you run into difficulties and/or confusion trying to sign up at the new
system, please let me know.  I can manually subscribe you, if you'd rather
